Achieving carbon peaking and carbon neutrality is a major strategic decision made by the CPC Central Committee after careful consideration. It is also our solemn commitment to the international community, and an intrinsic requirement for promoting high-quality development. General Secretary Xi Jinping has profoundly elaborated on the significance and necessity of realizing the “dual carbon” goals and many other major theoretical and practical issues for many times.
Science and technology innovation is the core driving force supporting the realization of carbon peaking and carbon neutrality. Since General Secretary Xi Jinping gave the important instructions that Shanghai “shall march forward to become an internationally influential science and technology innovation center” in 2014, Shanghai has formed a basic framework system for an internationally influential science and technology innovation center, which provided strong support for realizing carbon peaking and carbon neutrality.
On the basis of the joint study and publication of Frontiers in Carbon Neutrality 2021 report, SISS and College of Carbon Neutrality Future Technology, ECUST further studied and compiled Frontiers in Carbon Neutrality 2022 report through sincere cooperation and persistent efforts. The report focuses on the events and progress since 2021, and summarizes and analyzes the carbon neutrality efforts in four chapters, namely Carbon Neutrality Strategies and Actions of Countries in the World, Carbon Neutrality Technologies, Key Field Application Demonstrations, and Shanghai’s Progress in Science and Technology Innovation on Carbon Neutrality.
Chapter 1 firstly interprets the related policy planning documents or action documents introduced by countries in the world since 2021, and analyzes the frontiers in carbon neutrality strategies and plans of countries in the world. Part 2 of Chapter 1 summarizes the major carbon neutrality policies of countries in the world since 2021, including fiscal taxation policies and carbon market policies. Part 3 focuses on the trends of low-carbon city construction in various countries.
Chapter 2 outlines the technological systems related to carbon neutrality, including core and key technologies and supporting technologies, with a focus on the frontier trends in some key technologies. Subsequently, the report analyzes the hot spots in technological development focusing on technology overview, development history, technological breakthrough events, technology application demonstration projects, etc.
Chapter 3 presents the frontiers in application demonstrations of low-carbon technologies from three dimensions, namely resulting carbon emissions, technology R&D and application prospects, and application demonstrations, around fives fields with high carbon emissions including electricity, construction, industry, transportation and agriculture.
Chapter 4 sorts out science and technology project layouts and technological achievements, representative supporting platforms and key enterprises with a focus on Shanghai’s progress in science and technology innovation on carbon neutrality, and shows the basic conditions and latest progress of Shanghai’s science and technology ecosystem of carbon neutrality.
