At present, how to better promote industry-university-research cooperation and accelerate the transformation of results through institutional mechanism design is an important task for the construction of a Five-sphere national innovation system, and the construction of industrial technology innovation alliances across the country is the top priority. This study takes "industrial technology innovation alliance" as the research object, based in Shanghai with a national perspective, to conduct a comprehensive and in-depth analysis of the overall situation and specific problems of alliance construction.

　　Firstly, the basic theory, connotation, mode and mechanism of the industrial technology innovation alliance are reviewed, and the construction mode and mechanism of the alliance are summarized.

　　Secondly, it summarizes the status quo of the construction of foreign industrial technology innovation alliances, analyzes the development status and trend of the three foreign industrial technology innovation alliances in the United States, Japan and Germany, and summarizes the characteristics of the construction of foreign industrial technology innovation alliances from three aspects: formation, operation mode and government behavior.

　　Thirdly, it analyzes the development status of China's industrial technology innovation alliance, focusing on Beijing, Jiangsu, Zhejiang and Guangdong to carry out extensive research, and summarizes and analyzes the different characteristics of alliance construction in four different regions;

　　Then, the paper carries out a general survey on the construction status of the Shanghai Industrial Technology Innovation Alliance, and focuses on selecting six typical alliances to carry out an in-depth investigation and interview, discusses the construction and operation mechanism of the alliance, industry-university-research cooperation mechanism, benefit sharing and risk sharing mechanism, and puts forward four experiences on the construction of Shanghai industrial technology innovation alliance.

　　Finally, based on the research, this study sorted out the prominent problems existing in the construction of the Shanghai Industrial Technology Innovation Alliance, and put forward countermeasures and suggestions.

　　This study is based on relevant cutting-edge theories and frameworks, relying on extensive and in-depth field research, and using rigorous summary and analysis as a means to sort out the experiences and insights from the construction of the Shanghai Industrial Technology Innovation Alliance, which guides the future construction and development of the alliance. The research points out the important problems in the construction of the Shanghai Alliance, helps Shanghai to further break through the bottleneck of alliance construction, and provides a substantial basis for the relevant departments to fully grasp the status quo of the construction of the Shanghai Industrial Technology Innovation Alliance; In addition, the research also puts forward countermeasures and suggestions for relevant problems, hoping to be helpful for relevant government departments to issue relevant policy planning.
