The spirit of the 20th CPC National Congress points out that it is necessary to comprehensively promote the construction of international Science and Technology Innovation Centers, and Shanghai will accelerate the comprehensive functional upgrade of the Science and Technology Innovation Centers with global influence, providing solid support for China to enter the forefront of innovative countries.

　　To better understand the patterns and needs of Science and Technology Innovation Center development, and to timely and objectively monitor and evaluate the development effectiveness of Science and Technology Innovation Centers, since 2016, under the guidance and support of the Science and Technology Commission of Shanghai Municipality, the Shanghai Institute for Science of Science has organized a research group to carry out the research and compilation work of the Shanghai Science and Technology Innovation Center index. The index report is based on a detailed statistical analysis of data, supported by in-depth data structure analysis, and strives to reflect the main characteristics, trends, and weak links of Shanghai's science and technology innovation development. The Shanghai Science and Technology Innovation Center Index Report 2021 is the sixth in this series.

　　The research report follows the innovation theory and the development patterns of international science and technology innovation center cities, starts from the perspective of innovation ecology, focuses on the "five forces" of global innovation resource concentration, international influence of scientific and technological achievements, leading force of emerging industry development, regional innovation spillover driving force, and innovation and entrepreneurship environment attraction, and constructs an index system comprising 5 primary indicators and 31 secondary indicators for the Shanghai Science and Technology Innovation Center, with 2010 as the base period (the base value is 100). It calculates the 2010-2020 Shanghai Science and Technology Innovation Center index score, while some indicators are benchmarked domestically and internationally, providing support and reference suggestions for Shanghai to build a Science and Technology Innovation Center with global influence.
