Professor Gunnar Sivertsen of the Nordic Institute for Studies in Innovation, Research and Education Guested the Expert Forum of the Shanghai Institute for Science of Science

  On the morning of September 15, 2025, the 1st session (79th in total) of the Expert Forum was held in Conference Room 517 of the Shanghai Institute for Science of Science (SISS). Professor Gunnar Sivertsen from the Nordic Institute for Studies in Innovation, Research and Education (NIFU) was invited to deliver a special report titled "European Trends in the Assessment of Research Organizations". Deputy Director (In charge of the work) Chen Haipeng, Deputy Director Zhu Xueyan, and Director of the Academic Committee Wu Shouren attended the meeting. The meeting was presided over by Research Fellow Li Hui, Director of the Research Department of Science, Technology and Society.

  Professor Sivertsen systematically analyzed variations in European research evaluation systems through a typological framework, examining key dimensions such as evaluation purposes, assessment targets, core metrics, and practical impacts. Illustrating with case studies from the United Kingdom and Sweden, he further projected evolutionary trajectories and transformative shifts in these frameworks.

  During the Q&A session, Professor Sivertsen engaged in rigorous discussions with SISS researchers on critical topics, including research evaluation criteria, the functional positioning of scientific think tanks, and reform of the scientific research evaluation system.

  Gunnar Sivertsen is a Professor Emeritus at NIFU in Norway. He has long served as a scientific research evaluation consultant for the European Union and the governments of many European countries, including Norway, Denmark, and Finland. He is committed to promoting the improvement and optimization of the scientific research evaluation system. In 2025, Gunnar Sivertsen won the Derek de Solla Price Award, the highest international award in the field of scientometrics and informetrics.
